Full Time. CRMH - Carilion Roanoke Memorial Hospital based position.


Plans and directs all Emergency Management and Life Safety functions, under the guidance of executive leadership, to ensure appropriate risk assessments, mitigation activities, contingency planning, and program testing are conducted across all Carilion Clinic facilities. At the operational level, directs the work of emergency management professionals at all Carilion facilities. Establishes programs to ensure compliance with all emergency management regulatory and accreditation standards.  Responsible for establishment and achievement of goals and objectives which align with Medical center protocols, regulatory and consensus standards, and academic medical center best practices.  
Emergency Management: Responsible for program development and operational emergency management functions in clinical and administrative work environments across the Carilion Clinic System. Coordinates and manages interest, expertise, and resources to continually enhance Carilion Clinic's ability to mitigate, prepare, respond and recover emergency management events. Works closely with physicians, senior management, and all operational directors and managers. Life Safety: Coordinates the plans, policies, and processes at CMC that identify safety risks and then address those risks using Failure Mode and Effects Analysis (FMEA), Incident Command System, and other nationally recognized modes of safety analysis. 

Performs specific job responsibilities:
 

  • Adhere to all Carilion Clinic and departmental standards, policies, and procedures.
  • Coordinates Emergency management planning and preparedness for Carilion facilities system wide.  Provides expert consulting to all Carillion stakeholders.  Reviews facility plans and makes recommendations for compliance and increased effectiveness.
  • Directs emergency management operation for all Carilion Clinic facilities.  Includes development and ongoing maintenance of a comprehensive Emergency Operations Plan for the entire health system.
  • Develop and maintain system wide standards for emergency operations plans, evacuations, hazard vulnerability analysis, exercises, resource management, and training.
  • Researches emergency management best practices. Shares information and updates Carilion Clinic facility managers. 
  • Maintains knowledge of applicable federal, state, and local regulations concerning both, emergency management.  Coordinates Carilion resources to meet all emergency management regulatory requirements.  Serves as primary contact for regulatory issues related to emergency management and internal and external stakeholders.
  • Identifies grant funding opportunities for emergency management projects. Prepares grant applications.  Administers grants. 
  • Coordinates system wide participation in local, regional and state Disaster Exercises/Drills.
  • Provides education regarding system disaster plans and responses to Carilion Clinic stakeholders, and local communities.
  • Works in partnership with relevant health activities based on community needs assessment to enhance community benefit. Serves as a resource in the emergence of Carilion as an Accountable Care Organization.
  • Collaborate with supply chain management and staffing solutions to ensure supplies, equipment, and staffing are available during emergencies.
  • Build and sustain strategic partnerships with community partners, vendors, and other members of the public (as applicable).
  • Expected to respond to and assume initial command and control of disaster or emergency response situations until relieved by a higher authority.

What We Require:


Education: Master's degree in healthcare administration, emergency management, or related field required. Bachelor’s degree with 7-10 years of directly related healthcare emergency management experience may be considered in lieu of Master’s degree.

Experience: Minimum of 7 years of experience with hospital emergency management required; experience with multi-site healthcare organizations and/or complex organizations preferred.

Licensure/Certifications/Registration: Certifications related to emergency management, safety, facility services, or patient care preferred.  ICS-100, ICS-200, ICS-300, ICS-400, ICS-700, ICS-800, and AHA BLS-HCP certifications all required.  Valid Virginia driver’s license required.  

Other Minimum Qualifications: Must possess a driving record within the scope of Carilion’s Driver Regulations. Excellent communication, problem solving, research, analytical and interpersonal skills are required.  Demonstrated ability to lead professionals through influence and collaboration. Knowledge of Micosoft Office tools sufficient to meet job demands. Position is deemed ‘emergency personnel’ during emergency weather and other conditions. May be asked to provide own transportation and travel to other Carilion work sites. May be required to work at other Carilion facilities. Primary residence must be within a 20 minute drive response time.

This position requires on-call availability 24 hours per day with the ability to respond to all types of emergency situations in a timely manner.
